Rita and her husband (Carl) have been residents of Woodson Terrace since 1983.  Rita was appointed as an Alderman in Ward 1 in 2000 to fill an unexpired term of a member who moved out of Woodson Terrace.  In the April 2001 election, Rita was successful in winning the “seat” and has done so to continue her “seat” on the Board as her term expires.  Rita was appointed and served two (2) annual terms as President of the Board of Aldermen (2009 & 2010).

Following 43 years with the Flow Controls Division of Emerson Electric, Rita retired in August 2009.  During her employment tenure she served 9 years as an Adviser with Junior Achievement, was recipient of an Emerson YWCA Leadership Award, the “President’s Award” in 2007, and assisted in 1971 in collecting information, etc. for the Flow Controls Retirees Group.  The Group recently disbanded due to a variety of reasons but Retirees who have provided Email contact info. are kept apprised of info. on a “as occurring” basis.  Rita, solely, maintains their data base which fluctuates in the “150 range” with new retirees being added & others passing away.  She has been their “Volunteer Secretary” for more than 45 years.

Rita is married to former Woodson Terrace Police Captain Carl Martin.  Carl was a member of the Woodson Terrace Police force for 28 years before retiring in 2000 and in addition, was a member of the St. Louis Area Major Case Squad.  He, too, is involved with Woodson Terrace activities and is the other “Co-Chair” of the City’s Veterans Committee.  Additionally, Carl is a member of the City’s Board of Adjustment.

Rita and her husband are both members of the Pvt. George Phillips Marine Corps League … Carl having served in the Marine Corps is a member of the Detachment and Rita is a member of the Auxiliary ... having served as the Auxiliary’s Treasurer for 2 years & was elected as the Auxiliary’s Senior Vice President in 2017.  Together Rita & Carl volunteer in a variety of fundraisers with the Detachment/Auxiliary.  They are active with the World War II Honor Flight Program and are regular volunteers with the Franklin County Honor Flight Program.  In addition, both are active in a variety of “Outreach Programs” at Fee Fee Baptist Church in Bridgeton.  Rita volunteers in the kitchen, & is the Secretary for a Sunday School Group; however, her primary hours of volunteering are in the nursery.  In addition Rita works with Fee Fee’s AWANA’s Program and listens to & assists youngsters in reciting Bible versus as the child proceeds thru the program.

In April of 2010, Rita revamped the Woodson Terrace Seniors group & the group continues to thrive & grow with monthly attendance averaging in the upper 40’s.  The Woodson Terrace Seniors meet monthly (second Thursday of the month from 11:00 AM – 2:00 PM) at the Woodson Terrace Community Center.  The program includes a complimentary lunch/beverage to Woodson Terrace Resident Seniors age 60+.  Monthly activities range from a guest speaker, playing Bingo, trivia games, etc.  Birthdays are acknowledged & “gifted” & meeting includes drawing & awarding 6 attendance prizes.  In November the Seniors take a motor coach trip traveling via Mid American Motor Coach and journey in the proximity of 75+ miles to a popular restaurant & have lunch.  Trips thus far have been to the Blue Owl Restaurant & Bakery in Kimmswick, Pere Marquette in Grafton, IL (twice), Josephine’s Tea Room in Godfrey, IL, Jefferson City, MO to tour the Capitol Building & the Governor’s Mansion, Pioneers Cabin in Percy, IL, Good Ol’ Days Restaurant in New Baden, IL, & Ravanelli’s in Collinsville, IL.  Monthly reservations are required.  In addition the WT Seniors have an annual Garage Sale @ the WT Community Center in June.  To learn more about and/or be part of this group, consult your Woodson Terrace Newsletter, contact City Hall, or Email Rita @
